Future Skills WA and VET programs

As Western Australia’s economy grows and diversifies, the outlook for jobs is constantly changing. Future Skills WA is the way the WA State Government, through the Department, prioritises its investment in training to focus on courses that equip people to take up jobs that are, or will be, in high demand.

Future Skills WA also encourages healthy competition among providers and offers enhanced choices to students and employers.

To do this, Future Skills WA provides a guaranteed, subsidised training place for eligible students enrolled in courses that are deemed State priority qualifications, where a training place is available.

What courses are available and subsidised?

Future Skills WA courses are classified as:

  • State priority training courses;
  • general industry training courses;
  • existing worker traineeships; and
  • foundation skills and equity courses.

The main difference between these is that students are guaranteed a place in State priority courses but not in general industry training, existing worker traineeships or foundation skills and equity courses. They are also subject to different fee and subsidy levels.

Apprenticeships and traineeships

Under Future Skills WA there are more than 500 State priority listed apprenticeships and traineeships to choose from in a broad range of industries.

The Department of Training and Workforce Development's Apprenticeship Office administers training contracts and regulates the apprenticeship system in Western Australia as prescribed in Part 7 of the Vocational Education and Training Act 1996 (the VET Act) and associated Regulations.

The Apprenticeship Office has a compliance role that includes audits on training plans, assessments on employers' suitability to train their apprentice(s), and ensuring that regulatory requirements are maintained across the apprenticeship/traineeship system. It also provides a dispute resolution service for employers and apprentices/trainees where disagreement may arise under the training contract.

AASNs

The Commonwealth Government provides support services to employers and apprentices via the Australian Apprenticeship Support Network providers. This includes job placement and sign-up services for apprentices, and providing information and advice for employers.

Pre-apprenticeships

The Department provides the WA pre-apprenticeship program to prepare students and make them more competitive when applying for an apprenticeship.

A pre-apprenticeship is a Certificate II program that includes a mandatory period of work placement (workplace experience) coordinated by the training provider. The aim is to provide students with industry specific training, combined with adequate time in a real workplace, to gain skills, knowledge and behaviours to transition into an indentured apprenticeship. There are many pre-apprenticeship courses on offer at registered training organisations across the State.

Participation program

Some people require additional support to help them access training. The Participation program is a strategy from the Department to provide assistance and support to eligible students.

Registered training organisations who are approved to deliver courses within this program may offer additional support such as mentoring, counselling, assistance with meals, transport, child care, language and literacy to eligible student groups.

We have invited selected Government and community organisations, which assist people in a range of life or work issues, to be participation referral agents that help us promote and support this training.

Participation referral agents and referrals

A referral from a participation referral agent (to a training organisation) is evidence of the referred person’s eligibility for funded training. The referral process rests on the agents knowing their clients and determining, with their client, the need to do specific training. This process takes place as part of the core business of the agent. Participation referral agents are asked to choose training organisations whose training delivery strategy best matches the needs of the client.

Registered training organisations are to note that:

  • they are to contact the agent listed under Contacts for RTOs on the list of available participation referral agents;
  • they are not to send the name of a prospective student to an agent to request a referral; and
  • RTOs on the preferred provider panel cannot be participation referral agents.

A referral from an agent will assist students in getting access to additional support under the program; however, students can self-nominate if they meet the eligibility requirements.

Student groups and eligibility requirements

The following information explains the student groups that the Participation program supports, and details the eligibility requirements for each one.

A list of available courses and participation referral agents is also provided for each student group.

People with disability

Students with disability may be eligible for support to help access training. This may include:

  • mentoring and counselling;
  • assistance with language and literacy;
  • provision of meals;
  • assistance with transport and child care; and
  • special equipment or facilities.

To be eligible, students must have evidence from Centrelink for being in receipt of a disability support pension or sickness allowance, or have a referral from a participation referral agent for people with disability.

Unemployed young people aged 15–24 years (Youth at Risk)

Students aged 15 to 24 and are unemployed or under employed may be eligible for support to help access training. This may include:

  • mentoring and counselling;
  • assistance with language and literacy;
  • assistance with meals; and
  • assistance with transport and child care.

To be eligible, the student must be aged 15 to 24, not engaged in education or full time employment or training and have referral from a Youth at Risk participation referral agent. For school aged students, only those with an Exemption or full time Notice of Arrangements are eligible.

Unemployed job seekers, Newstart or Youth Allowance card holders

Students who hold a Newstart or Youth Allowance card and are unemployed may be eligible for support to help access training. This may include:

  • mentoring and counselling;
  • assistance with language and literacy;
  • provision of meals;
  • assistance with transport and child care; and
  • help with resumé writing and job placement.

To access this support, students are asked to contact the training provider listed for the course they’re interested in, to contact their local Job Services Australia provider or talk to a participation referral agent who can provide a referral.

Aboriginal people

Aboriginal people may be eligible for support to help access training. This may include:

  • mentoring and counselling;
  • assistance with language and literacy;
  • provision of meals; and
  • assistance with transport and child care.

To be eligible the student must be an Aboriginal person, as recognised by:

  • descent, that is the individual can prove that a parent is of Aboriginal or Torres Strait Islander descent;
  • self-identification, that is the individual identifies as an Aboriginal or Torres Strait Islander; or
  • community recognition, that is the individual is accepted as such by the Aboriginal or Torres Strait Islander community in which he/she lives.

The student may also be eligible if he or she has referral from an Aboriginal or Torres Strait Islander participation referral agent. The Aboriginal Workforce Development Centre can also provide a referral.

Culturally and linguistically diverse people

Persons from a CaLD background* may be eligible for support to help access training. This may include:

  • mentoring and counselling;
  • assistance with language and literacy;
  • provision of meals;
  • assistance with transport and child care; and
  • assistance with translation and language.

To be eligible, the person must be born overseas** and hold the following documentation that may include but is not limited to:

  • a humanitarian visa;
  • other documentation showing they originated from a country defined as CaLD such as a passport, travel documents or a birth certificate; or
  • a referral from a participation referral agent for CaLD people.

*Refers to groups and individuals who differ according to religion, race, language and ethnicity except those whose ancestry is Anglo-Saxon, Anglo-Celtic, Aboriginal or Torres Strait Islander.
**The CaLD definition excludes those born in the following countries; Australia, Canada, England, Ireland, New Zealand, Northern Ireland, Scotland, South Africa, the United States and Wales.

Contracting arrangements

Under Future Skills WA, contracting arrangement processes have been streamlined and strengthened to support enhanced quality training provision.

The focus is on efficient and effective selection and management of contracted private registered training organisations.

New contracts

Registered training organisations seeking a contract to deliver publicly funded training under Future Skills WA will need to achieve ‘preferred provider’ status for all programs. To do this, a training provider will need to demonstrate they have the organisational (governance and financial) and operational capacity to meet the training needs of students and industry. Firstly the training provider will be assessed against the following common criteria for all programs:

  • current RTO registration;
  • current scope to deliver courses on the Future Skills list;
  • good track record in training delivery outcomes;
  • good track record in previous regulatory audits;
  • sound finances and governance; and
  • adequate insurances, as detailed in the tender.

Secondly the training provider will be required to address program specific criteria, which vary depending on the program.

Existing contracts

The existing panel contracts are due to expire on 31 December 2016. In July/August 2016, the Department issued an open tender to establish panels for the period 1 January 2017 to 31 December 2019.

The Department’s next scheduled invitation to the market to refresh its preferred provider panels will be in mid-2019.

In the event a gap in the market is identified that cannot be serviced by existing contracted providers, the Department may invite new entrants to apply through a subsequent tender.

Applying for contracts

All information, early tender advice and tender advertisements for State Government tenders for training will be listed on the Tenders WA website. You will need to register on Tenders WA if you wish to apply for any new program or to be kept informed of any new tenders from the Department. To receive an auto email notification about the release of a request or an adjustment to a request, you can choose the ‘email notification’ option on the Tenders WA website.

Would I be prequalified for other application processes?

An RTO that meets criteria will be deemed prequalified against those criteria for up to three years, subject to satisfactory performance. This means that subsequent contracting processes can be streamlined for those RTOs and, in some cases, restricted to them.

What are the durations of the contracts?

You will be contracted to a preferred provider panel for each program for a period of one year. This is with possible extensions depending on funding, program availability and meeting required contractual and regulatory requirements.

The Department is committed to contracting only the highest quality training services. Therefore, contractual reviews backed by a more stringent audit process will be conducted annually.

All tenders are advertised through the Tenders WA website. To receive notifications of Department tenders, please register with Tenders WA and ensure you opt for email notifications.

Fees, pricing and payment tables

Training providers may charge three types of fees:

  • course fees;
  • resource fees (eg for training materials, internet charges); and
  • other fees (for example parking and security passes).

All training providers of Future Skills WA training will charge the same course fees per hour; however, overall course fees may differ between training providers depending on the course content. Training providers may also charge different resource and other fees.
